Seoul City Councilor Kim Kyung: "Regret over Organizational Restructuring Implemented by SH President Kim Seyong after Term End"

Seoul City Councilor Kim Kyung: "Regret over Organizational Restructuring Implemented by SH President Kim Seyong after Term End"


[Asia Economy Reporter Park Jong-il] Kim Kyung, a member of the Seoul Metropolitan Council's Urban Planning and Management Committee (Democratic Party, proportional representation), ordered the Seoul Housing and Communities Corporation (hereinafter SH Corporation) to establish a systematic organizational restructuring and manpower reinforcement plan during the agenda review and New Year's work report at the 299th extraordinary session held on the 3rd.


Councilor Kim Kyung pointed out, "Although SH Corporation has increased its workforce by about 300 people over the past four years, it continues to demand additional manpower," adding, "While I agree that manpower reinforcement is necessary for the successful implementation of the government's recently announced 8·4 and 2·4 measures, there has been insufficient review regarding the efficient reallocation of current personnel."


He also requested, "Due to the increase in policy projects, demands for technical staff reinforcement are also rising. However, only a small number of technical personnel are dispersed across each business department, causing issues such as exclusion from promotions and personnel evaluations. Please establish efficient manpower operation standards to resolve this."


Furthermore, Councilor Kim suggested, "Since no organizational diagnosis has been conducted for this restructuring, when conducting an organizational diagnosis through an external agency in the future, it is necessary to ensure objectivity and expertise by involving relevant Seoul city departments, the city council, and external experts together."


Meanwhile, Councilor Kim expressed regret, stating, "While I agree on the necessity of organizational restructuring, it is unfortunate that Acting President Kim Se-yong, who is currently serving after the term ended and before the appointment of a new president, is attempting to implement the restructuring," emphasizing, "As the corporation's role and scale grow, please make greater efforts to establish efficient operation plans for manpower and organizational management."
