Type 1 Exclusive Residential Area: Up to 2-Story Detached Houses, Type 2 Exclusive Residential Area: Up to 3-Story Detached and Multi-Family Houses
[Asia Economy Reporter Park Jong-il] The project to create an eco-friendly luxury rural housing complex in Heonin Village, Naegok-dong, Seocho-gu is being actively promoted.
The "Naegok-dong Heonin Village Urban Development Project Implementation Plan Approval" was announced by the Seoul Metropolitan Government on March 4.
This comes more than 10 years after the "Application for Urban Development Project Implementation Plan Approval" in 2011.
Heonin Village had its urban development zone and development plan established in March 2009, and applied for implementation plan approval in 2011. However, due to internal issues within the association, the project was prolonged, leaving abandoned buildings and garbage, which led to the village becoming slum-like and deteriorated. With the project halted for over 10 years, the rapidly aging village urgently needed project advancement.
With the start of the 7th local government administration, moves to normalize the association began to appear.
After Seocho-gu approved the association establishment change permit in April last year, reorganizing the long-vacant association president and executives, negotiations with Seoul City were held for implementation plan approval, processing various permits such as traffic impact assessment and environmental impact assessment, and through this series of procedures, the implementation plan approval was finalized.
At the time of the 2011 development plan change decision, changes in land use (from natural green area to first and second-class exclusive residential areas) and district unit plan decisions were deferred through implementation plan approval, and this announcement activates those effects.
Except for minor changes such as area adjustments reflecting surveying errors, the decision contents have been fully reflected as originally determined.
Typically, urban development projects are urban planning projects aimed at systematic urban development and large-scale development activities. The Heonin Village area was promoted with the goal of developing residential land for low-rise housing.
Heonin Village is Seoul's first privately promoted land readjustment project, where association members within the zone receive land readjusted reflecting various project costs. In the first-class exclusive residential area, construction of detached houses up to two stories is permitted, and in the second-class exclusive residential area, detached and multi-family houses up to three stories are planned.
If the project proceeds according to this plan, it will be possible to renovate aging unauthorized houses and small household factories, creating an eco-friendly rural housing complex. Environmentally, it will enable cleanup of garbage and other environmental maintenance within the target area, contributing to diverse housing supply and improvement of residential environment conditions.
The district office, starting with the association establishment approval, steadfastly handled preliminary procedures such as various impact assessment consultations for the implementation plan, leading to the approval of the "Heonin Village Urban Development Project Implementation Plan."
In the future, once the association submits the land readjustment plan, the district office plans to cooperate vigorously aiming for prompt construction commencement.
A district official stated, "As Seoul's first private land readjustment urban development project, which has been promoted since 2007, has finally been approved after more than 10 years of ups and downs, we will do our best to make Heonin Village the best eco-friendly residential complex by using this as momentum," and added, "We will carefully and thoroughly manage the project so that Heonin Village can be recognized as a model case of urban regeneration."
