'3080+ Integrated Support Centers' by Metropolitan Areas to Begin Full Operation from the 4th
Local Governments to Actively Identify Candidate Sites and Cooperate for Prompt Permitting Support
[Asia Economy Reporter Jo Gang-wook] The Ministry of Land, Infrastructure and Transport announced that it held an online meeting on the implementation of the ‘3080+ Housing Supply Plan’ on the 3rd, with participation from deputy heads of local governments in metropolitan areas such as Gyeonggi Province, Incheon, Busan, Daejeon, Daegu, Gwangju, and Ulsan.
At the meeting chaired by First Vice Minister Yoon Seong-won, participants shared a recognition of the need to resolve housing issues faced by metropolitan local governments and discussed necessary follow-up measures to supply more than 500,000 housing units outside of Seoul.
Local governments agreed to actively identify and review candidate project sites. Given their high understanding of local project conditions and awareness of residents’ opinions, they decided to proactively discover and propose priority project candidates. They also agreed to cooperate closely in reviewing project sites pre-examined by the Ministry of Land, Infrastructure and Transport.
For candidate sites where consultations are completed, follow-up procedures such as designation of planned districts will be promoted immediately after the relevant legal amendments are finalized, and efforts will be made to expedite approval processes including district designation and integrated review.
On the 4th, six metropolitan areas?Gyeonggi, Incheon, Busan-Ulsan, Daejeon, Gwangju, and Daegu?will open additional 080+ Integrated Support Centers, which will begin full-scale operations.
Each local government will actively promote and guide residents and landowners to apply for project candidate sites and receive consulting services at the Integrated Support Centers. They will also encourage local public enterprises in each municipality to actively participate in new projects under this plan, such as urban public housing complex projects.
First Vice Minister Yoon said, "By establishing and operating the 3080+ Integrated Support Centers in each metropolitan area following Seoul, which will serve as a comprehensive window for candidate site reception, project consulting, and promotion, we will ensure the smooth implementation of follow-up measures for the plan." He added, "Starting with this meeting, we will operate a monthly integrated promotion council between the Ministry of Land, Infrastructure and Transport and metropolitan local governments, and actively reflect the matters discussed there in the detailed design of systems and project implementation processes."
He continued, "As announced along with the new public land development plan on the 24th of last month, we plan to disclose some candidate sites with resident participation intentions among locations proposed by local governments and developers as early as this month."
