If Practically Divorced, Public Rental Application Possible Without Spouse Information Provided

[Asia Economy Reporter Moon Jiwon] Regulations will be improved to allow applications for public rental housing without providing the spouse's financial information in cases of de facto divorce.


The Ministry of Land, Infrastructure and Transport announced on the 1st that it has launched the 2nd Land and Transport Regulatory Innovation Task Force (TF), established the 2021 Land and Transport Regulatory Innovation Promotion Plan, and begun concrete regulatory improvements.


At the Regulatory Innovation Deliberation Committee held on the 26th, the application criteria for public rental housing for low-income households in de facto divorce situations were improved.


Currently, to apply for public rental housing, a consent form to provide the spouse's financial information is required. Therefore, in cases of de facto divorce, it was difficult to submit the consent form of the other spouse. Going forward, recipients recognized as being in a de facto divorced state through the deliberation of the Livelihood Security Committee will be allowed to exclude the spouse from the household member scope.


Section control cameras for traffic accident prevention will also be expanded. Although a revision to the Road Traffic Act was proposed in December last year to allow road management authorities, in addition to the police and local governments, to install unmanned traffic enforcement equipment, it is still pending in the National Assembly.


Considering the time required for legal amendments, the government decided that the Ministry of Land, Infrastructure and Transport, as the road management authority, will promote the installation of section control cameras for traffic accident prevention even before the law is amended.


Also, even when only the district unit plan area is decided first, the urban and architectural joint committee will be unified as the deliberation body to improve efficiency. Currently, when only the district unit plan area is decided first, the deliberation bodies for area decision (Urban Planning Committee) and subsequent plans within the area (Urban and Architectural Joint Committee) differ, making it difficult to ensure consistency of plans.


To ease the burden on small and medium-sized enterprises and small business owners who have struggled due to the prolonged COVID-19 pandemic, the government will continue to promote reductions in road and river occupancy fees this year as well. Specific measures such as reduction rates will be promptly prepared in consultation with related agencies.


Furthermore, the system will be improved to avoid collecting unnecessary personal information when installing garages for transportation businesses. Until now, when applying for garage installation confirmation for freight vehicle transportation business permits, resident registration certificates were required, but going forward, the certificate will be replaced with an abstract, and submission of other documents will be minimized.
