Ministry of Land, Infrastructure and Transport Announces Revised Basic Plan for Cadastral Reorganization
Proposes Future-Oriented Cadastral System, Private Sector Job Creation, and AI New Technology Utilization Initiatives

[Asia Economy Reporter Kangwook Cho] The Ministry of Land, Infrastructure and Transport announced on the 26th that it has finalized the "Basic Plan for Cadastral Resurvey Revision" (2021?2030), centered on the digitization of cadastral records, after deliberation by the Central Cadastral Resurvey Committee.


The Basic Plan for Cadastral Resurvey is a mid- to long-term plan that includes the basic directions and goals for the cadastral resurvey project, annual investment plans, and policy promotion tasks, and its validity is reviewed and revised every five years.


The Ministry of Land, Infrastructure and Transport stated that the revised plan was prepared to proactively and actively respond to recent advances in surveying technology and the rapidly changing digital environment, to meet the need for rapid project implementation through simplification of procedures, and to reflect diversification of project methods such as the use of new technologies like drones and AI.


In particular, the cadastral resurvey project, which converts paper cadastral maps created by the Japanese colonial government 110 years ago into digital cadastral maps with numerical coordinate data, was selected as a Digital New Deal task last year and is now being actively promoted. The project implementation system has been completely reorganized through the introduction of a responsible executing agency system. This revision plan faithfully reflects the significantly changed project conditions compared to when the previous basic plan was established, which is considered meaningful.

The revision plan consists of three major strategies, nine key tasks, and 28 detailed tasks to achieve the policy goal of "Completing a Korean-style smart cadastral system to realize accurate cadastral information that makes all citizens happy."


To actively respond to advances in surveying technology and the rapidly changing digital environment, the revision plan includes diversification of project methods such as the use of new technologies like drones and artificial intelligence (AI).


To successfully complete the establishment of digital cadastral maps for nationwide cadastral discrepancies* by 2030, the current project budget of about 60 billion KRW will be significantly expanded to an annual scale of 100 billion KRW.


Additionally, the participation rate of private companies, which was about 7%, will be greatly increased to over 50% by 2025. Overseas expansion of the Korean-style digital cadastral project model will also be explored.


Nam Young-woo, Director of the Land Information Policy Bureau (Head of the Cadastral Resurvey Planning Team) at the Ministry of Land, Infrastructure and Transport, said, "Through the implementation of the revised Basic Plan for Cadastral Resurvey (2021?2030), we expect Korea to take a leading position in the digital cadastral system globally," adding, "We will diligently carry out the policy tasks presented in the revision plan to ensure that all citizens receive prompt and accurate digital cadastral information services."
