[Asia Economy (Daejeon) Reporter Jeong Il-woong] The Korean Intellectual Property Office (KIPO) is implementing the "2021 Public Institution-Owned Patent Diagnosis Support Project." This project aims to analyze and diagnose patents held by universities and public research institutions and to present customized patent management strategies for each institution.
According to KIPO on the 13th, universities and public research institutions tend to hold registered patents for a long time for research achievements and performance evaluations, resulting in low patent utilization rates (25.8% as of 2019) and a heavy burden of patent maintenance costs.
In response, KIPO has formed a dedicated team consisting of patent experts from the Korea Patent Strategy Development Institute and patent analysis organizations to support strategic patent management for universities and public research institutions through the "Public Institution-Owned Patent Diagnosis Support Project."
Previously, from 2016 to 2019, KIPO provided promising patent utilization strategies to 55 institutions through this project, leading to the transfer of 1,284 patents and generating 21.3 billion KRW in technology licensing income. Additionally, through patent disposal strategies, 2,844 patent rights were relinquished, resulting in a cost reduction effect of 11.9 billion KRW in patent expenses.
This year, customized patent management strategies will be supported for 15 universities and public research institutions, and from the second half of the year, a self-diagnosis system for owned patents that allows institutions to diagnose their patents online will be provided free of charge.
Institutions wishing to participate in KIPO's "Public Institution-Owned Patent Diagnosis Support Project" can apply to the Korea Patent Strategy Development Institute by the 23rd of this month.
