[Asia Economy Honam Reporting Headquarters Reporter Seo Young-seo] On the 5th, Jeonnam Sinan-gun announced on the 6th that it held the ‘Jeonnam-type Win-Win Job Agreement Ceremony’ leading the Green New Deal at Imja Bridge with President Moon Jae-in, Governor Kim Young-rok, members of the National Assembly, and local labor-management-government representatives.


The event was the first visit of the regional balanced New Deal tour, which the government is focusing on, and was held with a significantly reduced number of attendees due to COVID-19.


The Sinan offshore wind power complex aims to build 8.2GW by 2030, starting with the first phase project of 4.1GW. It plans to invest a total of 48.5 trillion KRW and foster 450 companies by establishing a wind turbine production and assembly complex in the nearby industrial complex and discovering and nurturing related equipment companies, creating the best offshore wind power industrial ecosystem in Korea and creating about 120,000 jobs.


The 8.2GW offshore wind power complex, the world’s largest scale promoted by Sinan-gun, is a large-scale job creation project to develop the southwestern region of Jeonnam into a mecca of the offshore wind power industry through attracting investment from related manufacturers. It is attracting attention as a model where ‘securing resident acceptance’ and co-growth between power generation companies and manufacturers are key to success.


To successfully promote the 8.2GW offshore wind power complex project, Sinan-gun enacted the ‘Ordinance on Sharing Benefits of New and Renewable Energy Development’ in October 2018, followed by the ‘Ordinance on Land Compensation and Acquisition near Transmission and Transformation Facilities in Sinan-gun,’ the ‘Ordinance on Support for Areas around Substations in Sinan-gun,’ and the ‘Ordinance on Support for Promotion Activities for Offshore Wind Power Construction in Sinan-gun’ in sequence.


In addition, in December 2019, four participating entities including Jeonnam Province, Sinan-gun, Korea Electric Power Corporation (KEPCO), and Jeonnam Development Corporation signed an agreement and agreed on the construction of the first phase transmission line joint connection facility.


In particular, to secure ‘resident acceptance,’ which determines the success or failure of the project, Sinan-gun has held more than 10 meetings and discussions with the Saeomin Association since September 2018, and in September last year, Jeonnam Province, Sinan-gun, Sinan Fisheries Cooperative, and the Saeomin Association (the largest fishermen’s organization) signed a ‘Win-Win Agreement for the Construction of the Sinan Offshore Wind Power Complex,’ securing resident acceptance.


Park Woo-ryang, mayor of Sinan-gun, said, “By sharing the benefits of new and renewable energy development with residents and signing a win-win agreement with the fishermen’s association, resident acceptance has been secured, alleviating concerns about project delays,” and added, “We will do our best to achieve the government’s ‘Renewable Energy 3020’ goal and realize the Green New Deal.”
