Former Blue House Chief of Staff Lim Jong-seok shared his views on the debate surrounding disaster relief payments on Facebook on the 22nd. Lim said, "It is more urgent, fair, and just to provide faster, bolder, and thicker support to areas experiencing greater pain and damage."


Lim stated, "The polarization of assets and income is uncomfortable but is the most difficult challenge we must face head-on."

In particular, Lim recommended, "I advise the government to change the terms 'selective' or 'differential' support. They leave psychological discomfort for recipients. Policies should be designed so that recipients feel a sense of necessity and entitlement as members of society. For example, how about calling it 'social payment'?"


Regarding the social debate over disaster relief payments, Lim explained, "There is always controversy over whether to provide selective (or differential) payments or universal payments. It is a very necessary and healthy debate because these standards apply not only to disaster relief payments but also to many aspects of social welfare."


Lim added, "I saw reports that in neighboring Japan, stores that close due to COVID-19 prevention measures receive 3 million won per month for a certain period. Because of this, some stores are choosing to temporarily close altogether. I think we should reach this level as well. Now, South Korea can do it too."
