County Governor Myeong Hyun-gwan Emphasizes 'Rational Communication' Over Top-Down Orders

County Governor Myeong Hyun-gwan stated through a video conference with all employees, “This year is a period when the key projects of the 7th civilian term bear fruit. We ask that the project implementation be accelerated so that residents can feel the administrative achievements and that thorough measures be taken to prevent any leakage.”
In particular, as the civilian 7th term administrative policy of fairness, equity, and transparency has taken root, showing results such as achieving the highest score in the integrity evaluation within Jeollanam-do last year, he ordered to strengthen this across all areas of county administration.
Governor Myeong said, “The administrative philosophy of fairness, equity, and transparency means preventing the harms of past unilateral administration and making the residents the center of administration. By keeping the promise not to intervene in personnel or construction from the governor down, a positive change is occurring where a culture of integrity is being established throughout the administration.”
Haenam-gun is strengthening the responsibility system of eup/myeon heads and department heads during project implementation to establish a bottom-up communication system, while focusing on forming sufficient consensus with residents. The goal is to increase residents’ trust in the administration through a rational decision-making system connecting residents ? eup/myeon heads ? department heads.
Since the beginning of the 7th civilian term, Haenam-gun has declared the administrative policy of ‘Fairness, Equity, Transparency’ and steadily promoted it, resulting in remarkable achievements such as receiving the highest (SA) grade for two consecutive years in the Manifesto evaluation and achieving the 2nd grade for three consecutive years in the Anti-Corruption and Civil Rights Commission’s integrity evaluation.
Governor Myeong Hyun-gwan expressed his determination, saying, “Since the 7th civilian term, not only has the external image of Haenam improved, but the pride of our residents has also increased remarkably. We will continue to create a more trusted administration with the policy of fairness, equity, and transparency that puts residents first.”
