Seocho-gu Enhances Land Characteristics Survey Accuracy Through GIS (Geographic Information System)


[Asia Economy Reporter Jongil Park] Seocho-gu District Office (Mayor Eunhee Cho) will conduct Seoul's first GIS (Geographic Information System)-based land characteristic survey by the 29th to determine individual publicly announced land prices as of January 1, 2021.


The target land parcels for the individual publicly announced land price characteristic survey are approximately 32,000 parcels. Through the GIS-based survey, the district aims to enhance the accuracy of land characteristic surveys (such as land use zones and districts) by including accessibility distances to railroads, expressways, waste facilities, and other accessibility factors.


Additionally, various information such as land category, area, ownership classification, and ownership type will be updated. The district will also work to align the basic information of the land register with the surveyed parcels for individual publicly announced land prices, striving to achieve both fairness and reliability in the announced land prices.


Land characteristics not surveyed by GIS will be further verified through public regulatory matters (various permits and approvals, urban planning changes, etc.) and on-site investigations to improve the accuracy of individual publicly announced land prices.


The surveyed land characteristics will be applied with price multipliers reflecting differences from standard land, which will be determined and announced by the Ministry of Land, Infrastructure and Transport on February 1. After verification by certified appraisers, the individual publicly announced land prices will be available for public inspection and opinion submission starting April 5, followed by deliberation by the Real Estate Price Public Announcement Committee, with final determination and announcement scheduled for May 31.


Seocho-gu Mayor Eunhee Cho stated, “Individual publicly announced land prices serve as the basis for various land-related taxes and are directly connected to residents' property.” She added, “We will do our best in the land characteristic survey to ensure that the determination of individual publicly announced land prices, which directly affect residents' property, is conducted objectively.”
