Euljiro 3-ga 12th District, Urban Maintenance-Type Redevelopment in Full Swing "Includes Protection of Downtown Industry"


[Asia Economy Reporter Yuri Kim] The 12th District of Euljiro 3-ga in Jung-gu, Seoul is set to fully launch urban maintenance-type redevelopment.


On the 16th, Seoul City held the 17th Urban Planning Committee meeting and announced on the 17th that the amendment plan for the maintenance of the 12th District urban maintenance-type redevelopment zone in Euljiro 3-ga, Jung-gu, was "conditionally approved."


The 12th District of Euljiro 3-ga, located around 65-14 Euljiro 3-ga in Jung-gu, is an area designated as an urban maintenance-type redevelopment zone in October 2016 due to the concentration of old and deteriorated buildings, requiring restoration of urban functions and environmental improvement. Last month, Seoul City prepared an urban and architectural innovation plan for the 6th District of Euljiro 3-ga and decided to amend the maintenance plan accordingly. The city stated that it also applied the overall planning principles of the Euljiro 3-ga district, established in the innovation plan, to prepare the maintenance plan for the 12th District.


The target area covers 3,963㎡ and is classified as a general commercial area. A 17-story office facility with a floor area ratio of 997.74%, a height of 69.9 meters, will be constructed here. The building coverage ratio is 59.98% (67.55% for the low-rise section below the 5th floor). To protect urban industries and encourage the resettlement of existing tenants, priority lease rights (5 years) and rental shops applying rents below 70% of the surrounding market price at the time of completion are planned for the existing building materials industry in the area. The rental shops will be located along Chungmuro 9-gil, a specialized street for industrial revitalization, to promote agglomeration effects. Along Euljiro and the pedestrian-only road on the west side, street activation uses, public open spaces, and resident rest areas within new buildings are planned to create pedestrian-priority open streets.


The plan aims to connect spaces and activate the local community by creating internal and external "paths" that capture the traces and memories of Euljiro. The Euljiro-dong Community Center located within the district is an approximately 60-year-old deteriorated building and will be newly relocated to a public office site through the maintenance project. The public office site is located along Euljiro, allowing convenient access. Through new construction, the space will be used more efficiently, and resident convenience will be prioritized.


A Seoul City official said, "With this conditional approval, infrastructure such as roads, parks, and public offices within the Euljiro 3-ga district will be improved, protecting the existing urban industries and small tenants in the area. Specialized streets where office facilities and retail coexist will also be created, which is expected to revitalize the local commercial district."
