[Asia Economy Reporter Choi Eun-young] The story of "Himchan," who was found with one eye gouged out and his jaw shattered due to indiscriminate abuse, sparking public outrage, has been posted on the Blue House National Petition. The petitioner appealed, "Please strengthen the Animal Protection Act and request active police investigation into the Himchan case."


On the 27th of last month, a petition titled "Himchan) Animal abuse, how long will the government neglect this?" was posted on the Blue House National Petition board.

The petitioner, Mr. A, stated, "Himchan, the companion dog, was staying at a factory in Hwaseong and was captured and admitted to a city shelter after an employee's report," adding, "At that time, his right eye was protruding, and his jaw was fractured, making it impossible to close his mouth."


Mr. A claimed that the cause of Himchan's condition, despite being only about 4 to 5 months old, was none other than 'a human's kick.' He added, "According to the veterinarian's opinion, it is judged to be animal abuse rather than a traffic accident, likely bruising or beating caused by a human's kick."


He continued, "Himchan cannot close his eyes or mouth. He cannot eat or drink anything by himself," expressing sorrow, "What could this child have done so wrong to be kicked so mercilessly?"


Finally, Mr. A stated, "Animal abuse psychopaths threaten public safety," and explained the reason for the petition, "I hope the Animal Protection Act will be strengthened so that they are severely punished and such incidents never happen again."


Himchan was rescued on October 24 at a factory in Hwaseong, Gyeonggi Province. The factory owner found Himchan bleeding and reported it, and he was sent to the rescue organization "Mom and Dad of Stray Animals" (Yueomppa).


The Yueomppa group currently protecting Himchan said, "Himchan is continuously receiving IV fluids and nutrients through an esophageal tube. He cannot eat or drink by himself and trembles at the hospital, having bad dreams," expressing sorrow, "Yet he still looks at passersby and wags his tail. Why does he still like people...?"


They added, "Please send your support for Himchan. The Yueomppa organization will relentlessly track down the abuser who hurt Himchan and do their best."


The perpetrator who abused Himchan has not yet been caught.


As of 5:30 PM on the 1st, 36,904 people have agreed to the petition.
