Co-Governance, You Can Do It Too...!

Gangseo-gu, Seoul (District Mayor Noh Hyun-song) held the ‘Cooperative Governance Ontact Talk Concert’ online on the 22nd to foster a culture of cooperative governance administration.


The 1st term of Gangseo-gu public-private cooperation officially began in 2018, and since then, public and private sectors have cooperated from agenda discovery to project implementation, promoting 18 projects up to this year, with plans to promote 10 projects next year.


Currently, the district is in the preparation phase for the 2nd term of Gangseo-gu public-private cooperation starting in 2021, and to remind employees of the necessity and importance of ‘cooperative governance,’ it organized the ‘Cooperative Governance Ontact Talk Concert.’


In Part 1, ‘Self-praise Latte Talk,’ four employees who participated in cooperative governance projects were invited to share their actual cooperative governance experiences.


Hyun Gyuhee, team leader of the Village Community Support Team, who has been promoting cooperative governance projects for two years, said, “When we started cooperative governance last year with the project to secure a permanent base space for village residents, there were times I worried whether this project would succeed, but since it reflected the opinions of civilians and was promoted together with them, it felt psychologically reassuring as if having insurance.”


This year, while promoting the ‘Dasogot’ project to install a communication space called a ‘pyeongsang’ for residents, there were difficulties finding places to install the pyeongsang, but after gathering opinions from the residents who would actually use it, nine locations have currently been selected as target sites.


She also emphasized that the role of administration is to listen well to the stories of residents and support the execution of their opinions.


In Part 2, ‘Wise Cooperative Governance Life,’ a lecture was given by instructor Seo Jina, former head of the Seoul Metropolitan Government’s Regional Community Division.


Many employees felt empathy as the lecture was based on field experience, and it suggested ways to further activate cooperative governance using small group meetings and non-face-to-face methods to employees facing difficulties with cooperative governance due to COVID-19.


This talk concert was conducted via YouTube live broadcast, allowing employees who have experienced cooperative governance and those preparing for cooperative governance projects to communicate in real time, resulting in high employee participation.


Also, rather than a rigid lecture on ‘cooperative governance,’ it honestly discussed why cooperative governance is necessary and important, and what the practical difficulties are, providing direction to employees who will carry out cooperative governance projects in the future.


One officer who participated in the talk concert said, “I empathized with the fact that even team leaders with a lot of experience face difficulties similar to mine regarding cooperative governance,” adding, “I had thought cooperative governance was difficult and cumbersome, but this became an opportunity to rethink the essential role and importance of cooperative governance in administration.”
