New Town 3rd Phase 'Ansanjangsang District' to Involve Gyeonggi Province


[Asia Economy (Suwon) = Reporter Lee Young-gyu] The participation ratios among joint project implementers for the 'Ansan Jangsang District' in Gyeonggi-do have been finalized, giving new momentum to the project. Ansan Jangsang District is one of the seven areas in the province where the 3rd phase new towns are being promoted.


On the 28th, Gyeonggi-do announced on the 29th that it had signed a basic agreement in writing with Korea Land and Housing Corporation (LH), Gyeonggi Housing and Urban Corporation (GH), and Ansan Urban Corporation (AUC) as joint project implementers for the Ansan Jangsang public housing district, which is being promoted as part of the metropolitan housing supply policy. This is the second agreement for the 3rd phase new towns following the Hanam Gyosan District in April.


According to the agreement, the participation ratios among the joint project implementers were finalized as LH 70%, GH 20%, and AUC 10%. Gyeonggi-do participates as a joint project implementer instead of equity participation. The 10% participation by AUC is the maximum ratio allowed for a local public corporation of a basic local government to participate in a national project.


According to the agreement, Gyeonggi-do will be responsible for supporting tasks related to permits, transportation, and supply processing facilities, operating working-level consultative bodies, and consulting and supporting specialized strategies and strategies to strengthen self-sufficiency. LH, GH, and AUC will be responsible for ▲designation and changes of the project district ▲establishment and modification of district plans and overall project planning ▲implementation of various research and service tasks ▲establishment of compensation and relocation measures, among others.


The Ansan Jangsang District plans to supply 14,000 housing units on 2,213,000㎡ (approximately 670,000 pyeong) and envisions a self-sufficient city centered around a new station on the Shinansan Line within the district.


After selecting the integrated urban architecture master plan competition in the second half of this year, the district plan will be established, and a detailed development plan will be prepared next year, with resident compensation also set to begin.


The seven large-scale districts, including the 3rd phase new towns in which Gyeonggi-do participates as a project implementer (Namyangju Wangsuk and Wangsuk 2, Hanam Gyosan, Gwacheon, Goyang Changneung, Bucheon Daejang, and Ansan Jangsang), are scheduled to have district plans established next year, completing the blueprint for 33 million㎡ (10 million pyeong). Detailed housing supply of about 170,000 units will also be confirmed. Compensation plans for Namyangju Wangsuk and Wangsuk 2, Hanam Gyosan, and Gwacheon districts were announced in August and September to implement compensation within this year.


The province plans to sequentially sign basic agreements within this year for the remaining five districts of the 3rd phase new towns, whose participation ratios among joint project implementers are still under discussion, as soon as consultations are completed.


The 3rd phase new towns are expected to establish models completely different from the 1st and 2nd phase new towns in terms of transportation, self-sufficiency, and environmental aspects, and the urban planning is being carried out from the conceptual stage with private experts from diverse perspectives.


Hong Ji-seon, Director of the Urban Housing Office of Gyeonggi-do, emphasized, "The province is maximizing the participation of local public enterprises to establish development plans through communication with local communities," adding, "For the success of the new towns, specialization by region and district and functional allocation of self-sufficient land are important, and Gyeonggi-do will exert its utmost capabilities."
