MoEF, 'Contract System Innovation TF Wrap-up Meeting' on the 25th

On the 25th, the Ministry of Economy and Finance held a 'Contract System Innovation Task Force (TF) Closing Meeting' at the Seoul Regional Public Procurement Service, chaired by An Ilhwan, the 2nd Vice Minister of the Ministry of Economy and Finance, and announced a plan for system improvements including this matter.
The TF was launched on May 15 as a public-private joint task force involving related ministries, public institutions, industry, and private experts to completely reform the public contract system for innovative growth and the realization of a fair economy.
Vice Minister An said, "For our economy to actively respond to rapidly changing technology and market environments, the public procurement market worth 135 trillion won annually must serve as a catalyst for innovation and new businesses." He added, "We will continue efforts to update the procurement system not only by improving large and important systems but also by steadily supplementing outdated systems."
First, legal grounds will be established to allow ordering agencies to evaluate proposals online in negotiated contracts to activate online evaluations. Additionally, evaluations of technical skills and content will be strengthened. A differential scoring system will be introduced in the evaluation of proposals for negotiated contracts so that excellent companies in terms of technical skills can win the bid.
Furthermore, acts of transferring costs that ordering agencies should bear to contract counterparts will be explicitly prohibited. Also, products of new technologies and new industries in the early stages of market formation will be excluded from performance evaluations.
Meanwhile, the discussed system improvement plans are expected to be finalized through consultations with related ministries and confirmed at the Economic Ministers' Meeting in October.
