On the 25th, Ahn Min-seok, a member of the Democratic Party of Korea, announced that he had proposed an amendment to the "Animal Protection Act" containing this provision.
Under the current Animal Protection Act, designated dangerous breeds include five types and their mixed breeds: Dosa dogs, American Pit Bull Terriers, American Staffordshire Terriers, Staffordshire Bull Terriers, and Rottweilers. When going out, they must wear safety devices such as leashes and muzzles, and access to public places is restricted. Owners are required to complete three hours of online education annually.
Ahn’s amendment stipulates that even dogs not classified as dangerous breeds will be designated and managed as dangerous breeds through aggression assessment if they cause significant harm to people or other companion dogs.
The Ministry of Agriculture, Food and Rural Affairs has stated in its "2020?2024 Comprehensive Animal Welfare Plan" that it will establish aggression (temperament) assessment indicators for dogs by 2022.
The amendment also expands the scope of dog bite accident victims to include companion animals and adds senior leisure welfare facilities and facilities for the disabled to the list of places where dangerous breeds are prohibited.
Ahn said, "In the era of 15 million pet families who consider companion animals as family, we must create an environment where both people and pets can be happy," adding, "This legislation reflects the social demand for redefining dangerous breeds to prevent repeated dog bite accidents."
