The ‘delivery boom era’ where everything except people is delivered. In the COVID-19 contactless era, the era of delivery has fully opened for various civil complaint documents such as resident registration certificates.


Seocho-gu (Mayor Eunhee Jo) will pilot the civil complaint document delivery service ‘Seoripul Civil Delivery’ starting from the 15th, the first of its kind nationwide. This is a new concept civil service tailored to the spread of non-face-to-face ‘untact’ culture as social distancing continues due to COVID-19.


The ‘Seoripul Civil Delivery’ service delivers civil complaint documents safely to your home by young delivery workers when you apply by phone or online. It is convenient for digitally vulnerable groups who have difficulty visiting the community center due to physical discomfort or cannot use online services due to lack of a printer at home.


For immediate civil complaints, if applied in the morning, delivery is made in the afternoon; if applied in the afternoon, delivery is made the next morning as a principle. Civil complaints with processing deadlines are delivered the day after the deadline. The fee only covers the stamp fee required for document issuance and the delivery fee. Seocho-gu residents can receive a total of 66 types of civil complaints at home, including 7 types of certificates, 3 types of welfare certificates, and 28 types of permits.


Delivery staff are selected from young people aged 18 to 39 who lost jobs due to COVID-19 or are seeking employment, contributing to youth job creation.


Residents who are not familiar with digital devices and have difficulty applying online can apply for civil delivery by phone. The civil complaint documents available for phone application include 11 types of ‘Anywhere Civil Complaints’ such as land (forest) registers and cadastral maps (forest maps). This service is initially provided for civil complaints that do not require identity verification, and expansion of eligible civil complaints will be reviewed after legal examination.


The operation of ‘Seoripul Civil Delivery’ will be implemented through a total of three stages. In the first stage, from early this month, Seocho-gu resident employees started test operation of the system such as the homepage. In the second stage, from the 15th for two weeks, pilot operation will be conducted at the OK Civil Service Center of the district office and four community centers in Seocho 4-dong, Banpo 4-dong, Bangbae 4-dong, and Naegok-dong.


After the first and second stage pilot operations, the service will be supplemented based on result analysis and public opinion collection, and full implementation is scheduled for October 5.


This service increases convenience for residents who have difficulty issuing documents online or visiting the district office, and since it is conducted in a non-face-to-face manner, residents can apply for civil complaints easily and safely. It is also expected to prevent the spread of infectious diseases by reducing visits to crowded civil service offices.


Along with this, Seocho-gu will start a ‘civil complaint reservation system’ to reduce residents’ waiting time for document issuance. Similar to the ‘Siren Order’ system used in coffee shops, for example, if you reserve a family relation certificate through the Seocho-gu district office homepage or mobile, you can visit and receive it at the desired time.


Residents who heard about Seocho-gu’s civil delivery service responded with high expectations. A pregnant resident raising a 3-year-old child said, “I learned about it through the district newsletter. Because of COVID-19, I was reluctant to contact people, but this service feels very safe and convenient. I am satisfied with the same-day delivery system. I think I will use it often in the future.”

A woman in her 70s said, “Our generation is not good at using the internet, so we had no choice but to walk to the community center to get documents. But now, just one phone call and they deliver it. The world has really improved.”


Meanwhile, since March, the district has also provided a real-time notification service for civil complaint waiting status. To reduce the hassle and time waste of visiting the district office, taking a waiting ticket, and waiting, residents can check the real-time civil complaint waiting status (certificates, passports) at a glance on the Seocho-gu district office homepage without visiting the civil service office, enhancing convenience.


Seocho-gu Mayor Eunhee Jo said, “Implementing a service that delivers civil complaint documents to homes upgrades COVID-19 quarantine and ‘friendly administration’ and also creates youth jobs, which is very rewarding. Especially, I hope many people who are not good at using digital services in this non-face-to-face era will use it. Seocho-gu will continue to develop new concept lifestyle administration to turn the COVID crisis into an opportunity and expand lifestyle-oriented administration that considers residents’ perspectives.”
