Dobong-gu 'Youth Participatory Budgeting' Online and On-site Voting


[Asia Economy Reporter Jongil Park] Dobong-gu (Mayor Dongjin Lee) is conducting an online vote for the ‘Youth Participatory Budgeting System’.


The district will hold an online vote for the ‘2020 Youth Participatory Budgeting System’ for five days from July 31 to August 4. On-site voting will also be conducted from July 31 to August 1.


The Youth Participatory Budgeting System is a project where youth directly propose policies, review them, and participate in the budget decision-making process.


The projects proposed directly by youth are reviewed by the Youth Participatory Budget Committee, which is composed of youth members divided into the ‘Education and Welfare Division, Culture and Arts Division, and Facilities and Safety Division.’ They select the priority of projects, and then the final projects are decided through online voting and reflected in Dobong-gu’s budget for the following year.


The voting target is youth aged 11 to 19 residing in Dobong-gu.


Online voting is accessible via QR code from July 31 to August 4. On-site voting will take place from July 31 to August 1 at six locations including the plaza in front of Exit 1 of Changdong Station, Changdong Youth Culture House (Deokneung-ro 62-gil 89), Dobong Youth Nuri-ter With (Deokneung-ro 29-gil 18), Ssangmun-dong Youth Land (Nohae-ro 140), Ssangmun-dong Youth Culture House (Sirubong-ro 2-gil 34), and the Changdong Municipal Youth Center (Nohae-ro 69-gil 132).


Ballot boxes have also been installed to allow youth to indirectly experience elections. In preparation for COVID-19, strict quarantine guidelines will be followed, including temperature checks and the provision of hand sanitizers.


Mayor Dongjin Lee of Dobong-gu said, “The Youth Participatory Budgeting System is a representative project that realizes the ‘right to participation,’ one of the four fundamental rights under the UN Convention on the Rights of the Child, by enabling youth to actively participate in policy and budget decisions.” He added, “As a child-friendly city, we will always listen carefully to the voices of youth to promote their rights and interests.”
