[Profile] Kim Chang-ryong Appointed as Commissioner of the National Police Agency... Entrusted with the Major Task of Completing Police Reform Kim Chang-ryong, nominee for Commissioner General of the National Police Agency.


[Asia Economy Reporter Lee Gwan-joo] Kim Chang-ryong, Chief of the Busan Metropolitan Police Agency (56), has been appointed as the successor to Min Gap-ryong, Commissioner of the National Police Agency, who will retire on the 23rd of next month.


Appointee Kim was born in 1964 in Hapcheon, Gyeongnam, graduated from Busan Gaya High School, and entered the Police University as part of the 4th class in 1984. After graduating from the Police University in 1988, Kim was commissioned as a lieutenant that same year.


After being promoted to superintendent in 2006, he served as Chief of Yeongi Police Station in Chungnam, Head of the Information Division 1 at the National Police Agency, Consul at the Consulate General in S?o Paulo, Brazil, Chief of Eunpyeong Police Station in Seoul, Head of the Student Division at the Police University, and Head of the Women and Juvenile Division at the Seoul Metropolitan Police Agency. In 2014, he was promoted to Senior Superintendent and served as the 1st Deputy Commissioner of the Gyeongnam Police Agency and as a liaison officer in Washington, D.C. After being promoted to Commissioner General, he served as Director of the Community Safety Bureau at the National Police Agency and Chief of the Gyeongnam Provincial Police Agency. Since his promotion to Senior Commissioner General in July last year, he has served as Chief of the Busan Metropolitan Police Agency.


Notably, he experienced overseas dispatch twice, which is considered rare, and during his posting in Washington, he studied advanced U.S. policing policies to benchmark and adapt them domestically, earning a reputation inside and outside the police as a "studious police officer." Additionally, during his tenure as a provincial police chief, he frequently met with civic groups and external experts, and internally, he invited officers responsible for capturing major criminals or implementing widely adoptable policing policies at frontline police stations to listen directly, earning him a reputation as a strong communicator and a respected leader.


Kim has been entrusted with the important task of completing police reforms such as the adjustment of investigative authority between the police and prosecution and the introduction of the autonomous police system. Although his lack of experience in investigation or planning fields is seen as a weakness, his organizational management skills and leadership based on communication are expected to prevent this from becoming a significant issue.


Kim's connection with President Moon Jae-in has been highlighted, and since his promotion to Senior Commissioner General, he has consistently been mentioned as a candidate for Commissioner of the National Police Agency. During the Roh Moo-hyun administration, Kim was dispatched as an administrative officer to the Security Secretary's Office under the Office of Civil Society at the Blue House, where Moon was the Senior Secretary for Civil Society. It is known that Kim has maintained a close friendship with President Moon since then.


If appointed, Kim will become the second Commissioner to be promoted from Chief of the Busan Metropolitan Police Agency since former Commissioner Lee Seong-han in 2013. He will also be the second Commissioner from Hapcheon, Gyeongnam, following former Commissioner Kang Shin-myung.
