The Busan Metropolitan Office of Education announced on the 3rd that it selected 354 people for the substitute personnel pool this year to guarantee the actual vacation and leave of educational public employees and to alleviate the burden of hiring substitute personnel at the school level.


This personnel pool plays a role in reducing the workload of schools and educational administrative institutions that must independently select substitute personnel to fill work gaps when teaching staff are absent. It is intended to reduce the inconvenience for those wishing to work who have to apply to schools and institutions every time there is a vacancy.


The number of people selected this year is 250 for administrative support, 72 for meal support, and 32 for facility support, totaling 354.


Until last year, substitute personnel for educational public employees were selected and operated through document screening and interviews, but this year, the document and interview screening procedures were eliminated, and candidates were selected if they met the eligibility criteria and had no disqualifications.


In the case of meal service workers and some occupations requiring certifications, this reflects the opinions from the field that the number of substitute personnel in the pool is insufficient compared to school demand.


In particular, to significantly expand the number of substitute personnel for educational public employees, in the administrative support field, only retired teaching staff up to the age of 65 were selected.


The city education office has operated a total of 721 people by selecting 101 people for the educational public employee personnel pool for the first time in 2018, 266 people in 2019, and 354 people this year.


Kim Se-hoon, head of the management division of the city education office, said, “The educational public employee substitute personnel pool system is intended to reduce the workload and work gaps related to hiring at schools and educational administrative institutions,” adding, “Through this, we believe that the working conditions will be greatly improved as educational public employees can freely take vacations or leaves.”
