The Only Seoul District Awarded for Improving Single-Estimate Private Contract Operations
[Asia Economy Reporter Park Jong-il] Eunpyeong-gu (Mayor Kim Mi-kyung) was the only autonomous district in Seoul to receive an encouragement award for the "Improvement Case of Single Estimate Private Contract Operation" at the Local Contract Best Practices and Ideas Contest hosted by the Korea Local Finance Guarantee Corporation under the Ministry of the Interior and Safety.
The Korea Local Finance Guarantee Corporation is a specialized local contract institution designated by the Ministry of the Interior and Safety, responsible for tasks such as researching local contract systems, providing consultation, educating contract officers, and analyzing local contract statistical surveys.
The recently held Local Contract Best Practices and Ideas Contest was organized to enhance the practicality and applicability of contract system research, investigation, and analysis.
Outstanding contract cases nationwide were evaluated by internal and external experts in two stages based on impact, applicability, thoroughness, and effort. Eunpyeong-gu’s "Improvement of Single Estimate Private Contract Operation" case received the encouragement award, recognizing Eunpyeong-gu’s case as a nationwide exemplary local contract case.
The "Improvement of Single Estimate Private Contract Operation" case submitted by Eunpyeong-gu as a best practice focuses on measures to secure transparency and fairness in private contracts.
By sharing information on local companies quarterly, the system ensures that contracts are not concentrated with specific companies but allow various companies to participate. Additionally, to strengthen responsibility for the estimated price survey and establish a system for conducting substantive price investigations, a "Price Survey Confirmation" form is required to prevent budget waste.
An official from the district stated, "We are pleased that the improvement plan for single estimate private contracts implemented so far has led to good results," and added, "We will continue to promote various contract-related improvement cases to prevent budget waste and strive to revitalize the local economy."
