[Asia Economy Yeongnam Reporting Headquarters Reporter Park Dong-wook] Daegu City announced on the 19th that it will expand the scope of 'Pre-Consultation Audits' to promote a culture of proactive administration in the public sector, extending the request targets from existing public officials to include civil petitioners who have applied for various permits and approvals.


Pre-Consultation Audit is a system that reviews the legality and validity of tasks in advance when it is difficult to actively carry out work due to unclear systems or regulations, or discrepancies between laws and reality. Public officials who handle matters according to the pre-consultation opinions can be exempted from audits and disciplinary actions.


Daegu City revised related regulations to allow civil petitioners to apply for pre-consultation audits if it is judged that public officials in charge of permits and approvals are unable to actively handle the tasks. Citizens who wish to apply for a pre-consultation audit can apply to the district/county or related institutions where they submitted their permit or approval application.


Daegu City established the institutional foundation by enacting the 'Pre-Consultation Audit Regulations' in July 2018, which stipulate the effectiveness and operational standards of pre-consultation audits, and has supported regulatory improvements within the public sector and proactive administration through a total of 224 pre-consultation audits from 2016 to the present.


Shin Tae-gyun, Auditor of Daegu City, stated, "Through the activation of the pre-consultation audit system, we will create a public service atmosphere where public officials can actively carry out their duties, and especially by expanding the applicants to citizens, we will actively strive to resolve citizens' difficulties."
