Dongjak-gu, Establishment of Big Data Integrated Platform


[Asia Economy Reporter Jong-il Park] Dongjak-gu (Mayor Chang-woo Lee) is building an integrated big data platform by November to provide resident services that align with the changing times through data-driven digital administration.


The district has established a three-phase plan to build and advance the integrated big data platform by 2022. As the first phase, it will invest 300 million KRW to develop an AI chatbot service and an internal administrative shared and utilized big data integrated platform.


First, a chatbot system for automatic civil complaint guidance will be designed to provide 24/7, year-round civil consultation services.


The chatbot is an AI-based conversational messenger that communicates with people in everyday language based on big data analysis, capable of responding to complex questions and self-learning.


Through the chatbot, the district plans to provide residents with information and services unique to Dongjak-gu for tasks with many simple and repetitive inquiries, such as ▲childcare fee support ▲illegal parking ▲telephone number guidance.


Additionally, an integrated civil complaint analysis system utilizing big data analysis technology will be established.


The district collects various civil complaint data and, after text analysis of issuers, keywords, and neologisms, provides various visualization functions such as time series statistics, comparative analysis, word clouds, and sentiment analysis on recent issue-related complaints.


Time series statistics refer to statistics arranged to show changes over time.


Furthermore, the district will establish a foundation to link GIS information using collected data with other systems such as the Data Portal, Seoul Open Data Plaza, and Statistics Korea.


With the construction of the integrated big data platform, the district aims to ▲apply AI technology to district administration to provide intelligent information for residents ▲proactively respond to civil complaints through continuous monitoring ▲strengthen a scientific and objective decision-making system based on data.


Park Yeon-su, Director of the Future City Division, said, “Through this project, we will implement administrative services trusted by residents by promoting policies based on scientific data utilizing residents’ opinions.”


The district will conduct big data analysis projects on major district affairs by August, including ▲sales changes of small business owners due to COVID-19 ▲social big data on childcare policies ▲optimal site analysis for public Wi-Fi installation.
