When buying real estate, the buyer must report the transaction within 30 days from the contract date, and complete the acquisition tax report and ownership transfer registration application within 60 days from the balance payment date. Failure to comply will result in additional payments of real estate registration delay fines and a surcharge equivalent to 20% of the acquisition tax amount.
However, there have been cases where buyers missed the deadline for ownership transfer registration application and paid fines due to not properly managing these real estate-related regulations. Additionally, the ownership transfer registration application process is complicated, so most people have relied on legal scriveners, incurring additional costs instead of doing self-registration.
Accordingly, the district office integrated information from three areas?district office, financial institutions, and courts?necessary for self-registration and posted it on the Jung-gu Office website’s information board to enable one-stop registration without going through a legal scrivener. Thanks to this, anyone can easily check matters related to real estate registration applications due to sales, gifts, etc., as well as application forms and procedures at a glance.
Furthermore, to enhance convenience for civil petitioners, the back side of the real estate transaction report certificate issued after reporting the real estate transaction includes printed guidance such as ▲registration application ▲acquisition tax report ▲self-registration application procedure (linked via QR code).
For buyers who report transactions online without visiting the district office, a text message service is operated to provide complete information.
A representative from the Land Management Division of Jung-gu Office said, "'Real Estate Registration Guide! One-Stop Service' will be useful not only for residents who have difficulties with self-registration due to the complicated ownership transfer registration procedures but also contribute to reducing cases of paying fines and surcharges due to not knowing the proper application and reporting deadlines."
Seoyangho, Mayor of Jung-gu, said, "We will continue to provide high-quality services through proactive administration that looks from the residents’ perspective and discovers improvement measures from the residents’ standpoint."
