Inspection of 1,096 Vehicle Entrances and Exits from March... Following Discovery of 31 Unauthorized Vehicle Entrances with Permit Signs Last Year, Post-Verification System Introduced

Dongdaemun-gu, Special Management of Vehicle Entry and Exit Roads A vehicle entry and exit permit sign is attached to a building in Dongdaemun-gu.


[Asia Economy Reporter Jongil Park] Dongdaemun-gu (Mayor You Deok-yeol) will conduct thorough post-approval inspections and management status checks starting in March for 1,096 vehicle access roads that have been individually authorized for use to enter buildings, parking lots, and other areas.


Prior to this, the district conducted a full survey of 1,065 vehicle access roads last year and attached approval signs to 1,045 locations (excluding places where it was difficult to attach approval signs, such as construction sites).


Additionally, 31 unauthorized usage cases were discovered, and compensation fees and usage charges totaling 70.45 million KRW were imposed.


Thus, a post-approval verification system will be implemented from March for a total of 1,096 authorized vehicle access roads.


To ensure systematic post-management, the district created a unique Dongdaemun-gu checklist based on road occupancy permit details after staff meetings.


Two staff members will visit each site in pairs and verify compliance according to a checklist consisting of 14 items.


The checklist includes items such as △compliance with permitted area and duration △occupancy at the approved location △whether safety measures were prepared during installation work △whether tactile blocks and other features are properly installed to prevent inconvenience for visually impaired pedestrians △road damage, among others.


Building owners who fail to comply with permit conditions will receive correction recommendations, additional occupancy fees, and fines. For damaged access roads, building owners will be guided to restore them to their original state. If the building owner does not improve or maintain the site by the designated deadline, the vehicle access road occupancy permit will be revoked or compensation fees imposed.


You Deok-yeol, Mayor of Dongdaemun-gu, stated, “We expect a significant reduction in vehicle access road-related complaints that have continuously occurred through post-approval verification.” He added, “We will continue to strengthen routine inspections by frequently visiting sites.”


The district plans to protect property value and improve management efficiency by establishing a public property management plan in 2020 and conducting status surveys, occupancy permits, and occupancy fee impositions for 4,413 public property parcels including roads, ditches, and streams owned or delegated for management by Dongdaemun-gu.
