[Asia Economy Reporter Jong-il Park] Eunpyeong-gu (Mayor Kim Mi-kyung) announced that the "Eunpyeong Metropolitan Resource Circulation Center Construction Project," which simultaneously considers resource circulation and residents' daily lives, passed the Ministry of the Interior and Safety's central investment review on December 6 last year.
◇ Eunpyeong Metropolitan Resource Circulation Center Construction Passes Ministry of the Interior and Safety Central Investment Review
The central investment review is a legal procedure conducted by the Ministry of the Interior and Safety to examine the necessity and feasibility of a project before implementation. The "Eunpyeong Metropolitan Resource Circulation Center Construction Project" passing this review means the construction project will accelerate further.
The center construction project initially planned above-ground facilities in 2017 and passed administrative procedures including the central investment review. However, to minimize complaints and manage conflicts, and through gathering residents' opinions, the plan was changed in August 2018 to fully underground the Eunpyeong Metropolitan Resource Circulation Center.
Additionally, after conducting a basic plan establishment service and a feasibility study by the Korea Institute of Local Administration, the project passed the Ministry of the Interior and Safety's central investment review once again, which is highly significant.
With the central investment review passed, the preliminary administrative procedures for the center construction project are concluded, and the project is expected to gain more momentum.
◇ Eunpyeong-gu’s Representative Living SOC Complex Center Built Together with Residents
In fact, Eunpyeong-gu is accelerating the project by announcing bids for basic and detailed design services on December 16 last year. The basic and detailed designs are planned to be completed within this year, with groundbreaking scheduled for early next year and completion targeted for September 2023.
The design process, which will officially start in March this year, will include a resident participation advisory group composed of residents and experts. Through the "Know More About Eunpyeong Metropolitan Resource Circulation Center" website, residents’ opinions will be actively collected and reflected in the design.
The above-ground space of the Eunpyeong Metropolitan Resource Circulation Center will include a Living SOC complex center featuring sports facilities such as soccer fields and badminton courts, along with a cultural center.
Additionally, on nearby land, Seoul City plans to build an international standard ice rink and inline roller skating rink similar to the Mokdong Ice Rink, transforming the area into a sports town representing Eunpyeong-gu rather than a nuisance facility that residents worry about.
Kim Mi-kyung, Mayor of Eunpyeong-gu, stated, “We will expand Eunpyeong-gu’s MoaMoa recycling project throughout the district and, with the future implementation of separate transparent PET bottle disposal, do our best to build a facility that protects the environment and increases recycling rates, becoming a model nationwide.”
