Agreement signed with Sokcho branch of the Association of Persons with Physical Disabilities
To be operated for three years through 2029

Sokcho City in Gangwon Province is focusing its administrative efforts on guaranteeing the mobility rights of transportation-vulnerable residents through the stable operation of special transportation services.

On February 25, Sokcho City signed an entrustment agreement in the city hall situation room with the Sokcho branch of the Gangwon Special Self-Governing Province Association of Persons with Physical Disabilities for the operation of "Sokcho City's special transportation service for the mobility-impaired." This agreement was prepared to secure, in a stable manner, the mobility rights of citizens who experience difficulties in getting around, including persons with disabilities, older adults, and pregnant women.
The signing ceremony was attended by Sokcho Mayor Lee Byeongseon and Ahn Changho, head of the Sokcho branch of the Gangwon Special Self-Governing Province Association of Persons with Physical Disabilities, along with other related officials.
The Sokcho branch of the Association of Persons with Physical Disabilities, selected as the entrusted organization, has successfully led this project over the past two years. It has accumulated extensive know-how by operating lift-equipped vehicles and free shuttle buses for persons with disabilities. During the two-year operation period, it was highly evaluated for running the special transportation service in a stable manner and for its efforts to improve service quality and strengthen safety management, which led to its re-selection as the entrusted organization.
Under this agreement, the Sokcho branch of the Association of Persons with Physical Disabilities will be responsible, from March 1, 2026 to February 28, 2029, for operating 14 special transportation vehicles and 4 rented taxis, as well as managing the mobility support center.
Currently, Sokcho City's special transportation service for the mobility-impaired operates 24 hours a day, year-round, supporting the mobility convenience of transportation-vulnerable residents such as persons with disabilities, older adults, and pregnant women. Through this agreement, the city plans to further enhance the stability of vehicle operations and the quality of services, and to build a field-oriented operating system to increase user satisfaction.
Sokcho Mayor Lee Byeongseon said, "This agreement is a commitment to guaranteeing the mobility rights of the transportation-vulnerable in a more detailed and robust way," adding, "We will continue our support and efforts to ensure the practical mobility rights of the transportation-vulnerable and to create an environment where everyone can move freely."
