Gangwon Special Self-Governing Province (Governor Kim Jintae) has formed the Gangwon Special Self-Governing Province Jeonse Fraud Legal Advisory Group to protect the property rights of victims of ongoing jeonse fraud and support their recovery of daily life, and held an appointment ceremony on the 25th in the small conference room of the main provincial government building.

The province has been operating a mobile legal counseling service for jeonse fraud victims in cooperation with organizations such as the Korea Legal Aid Corporation. Starting in Wonju in June 2023, it has provided a total of seven counseling sessions in Chuncheon, Gangneung, Hongcheon, Cheorwon, and other locations.
The newly appointed Legal Advisory Group will improve upon the previous counseling system, which was operated on an irregular basis only two to three times a year, by offering more comprehensive legal services to affected residents through on-demand telephone and in-person consultations. All counseling services are provided free of charge.
The Jeonse Fraud Legal Advisory Group is composed of lawyers, certified judicial scriveners, and licensed real estate agents recommended by the Gangwon Bar Association, the Gangwon Certified Judicial Scriveners Association, and the Gangwon Special Self-Governing Province Chapter of the Korea Association of Realtors.
The lawyers are responsible for comprehensive and in-depth consultations on civil and criminal litigation, including deposit return and damage claims, as well as complex legal relationships.
The certified judicial scriveners provide consultations on legal procedures such as auctions and public auctions, registration of leasehold rights, and eviction.
The licensed real estate agents support counseling services related to maintaining opposability, preferential repayment, and lease contracts.
The appointment ceremony was attended by Vice Governor for Economic Affairs Kim Gwangrae, seven members of the Legal Advisory Group, and the presidents of the Gangwon Bar Association, the Gangwon Certified Judicial Scriveners Association, and the Gangwon Special Self-Governing Province Chapter of the Korea Association of Realtors, who recommended the advisory members. A meeting was also held along with the presentation of appointment certificates.
During the meeting, participants shared operational plans for the advisory group, types of jeonse fraud damage in the Gangwon region, and major counseling cases, and engaged in in-depth discussions on support measures for victim recovery.
Kim Gwangrae, Vice Governor for Economic Affairs of Gangwon Special Self-Governing Province, stated, "We will strengthen practical support through free legal counseling so that not a single jeonse fraud victim is left behind," adding, "We will make this a leading case for eradicating jeonse fraud and supporting victim recovery, and actively support stable housing for our residents."
