This third meeting was the final session of the Citizens' Jury, which has been in operation since January. It was organized to review the final implementation status of the pledges from the fourth term of the popularly elected superintendent and to provide an opportunity for residents to directly decide whether to grant final approval for agenda items that require adjustment.
As of December 31, 2025, the implementation rate of the pledges for the fourth term of the popularly elected superintendent reached 98.3% compared to the 2025 annual target and 95.1% compared to the overall term target, indicating that the pledge projects are being carried out without setbacks. During the meeting, based on these achievements, the Citizens' Jury continued in-depth discussions on agenda items related to the adjustment of pledges.
The jury finalized whether to grant approval for six pledge agenda items that required adjustment or change, through group discussions and a plenary vote.
Over the course of the three meetings, the jurors successfully fulfilled their role as "democratic watchdogs," enhancing the objectivity and credibility of pledge implementation.
Deputy Superintendent Oh Seong-bae said, "The valuable opinions of the jurors, who participated with great enthusiasm throughout the three meetings, will serve as a solid milestone in shaping the future of education in Gangwon," adding, "We will actively reflect the recommendations directly approved by residents in our policies, thereby enhancing the completeness of pledge implementation and improving satisfaction in the field of education."
