Gradual Establishment and Expansion of 84 Special Classes...
New Busan Hanbyeol School to Open and Busan Solbit School to Relocate and Reopen
On the 24th, the Busan Metropolitan Office of Education (Superintendent Kim Seok-jun) announced the "2026 Busan Special Education Operation Plan" to realize customized special education in which everyone is respected, and began in earnest to create customized educational environments for students with disabilities.
This operation plan focuses on strengthening customized support for students eligible for special education, centering on three major priority tasks and 19 detailed implementation tasks: (1) enhancing the student-centered special education delivery system, (2) strengthening support for inclusive education for all, and (3) expanding individualized customized special education.
First, to help young children with disabilities adapt to entering elementary school, the office will expand the operation of the preliminary school for the "Connection Education for Young Children with Disabilities" program. To this end, it plans to diversify the preliminary school programs in cooperation with the Busan Association of Welfare Centers for the Disabled.
The infrastructure of special schools will also be expanded. In March, Busan Hanbyeol School will be newly established in Eco Delta City in Gangseo-gu, and Busan Solbit School, currently located in the Sasang Industrial Complex, will relocate to the foothills of Baegyang Mountain in Gwaebeop-dong and reopen in a new facility.
In addition, to respond to the growing demand for special classes, the office will accelerate the establishment of new and additional special classes within general schools. In Busan, while the total number of students is decreasing, the number of students eligible for special education is increasing every year. Accordingly, the metropolitan office plans to gradually establish a total of 84 classes (10 kindergarten, 25 elementary, 31 middle, and 18 high school) by the 2028 school year to resolve overcrowding issues.
Superintendent Kim Seok-jun said, "Customized support for students eligible for special education requires the cooperation and efforts of the entire educational community," and added, "We will do our best to create an educational environment in which each and every student is respected without discrimination."
The Busan Metropolitan Office of Education plans to post explanatory materials related to this special education operation plan on the Busan School Support Service (BSSS) website to enhance understanding of the policy and reduce the burden associated with attending in-person training sessions.
