Jeollanam-do Accepting Applications from Ages 19 to 28 Until the End of March

Jeollanam-do Province is accepting applications for the "Jeonnam Youth Culture Welfare Card," which provides an annual subsidy of 250,000 won to young people aged 19 to 28 in order to expand their opportunities to enjoy culture and pursue self-development. Applications will be accepted until the end of March.


The Jeonnam Youth Culture Welfare Card is a program that supports cultural activity expenses for local youth, offering opportunities for cultural life and self-development. Each eligible recipient is granted 250,000 won per year in culture welfare points.


The points can be used across a wide range of cultural and self-development areas, including watching local cultural performances, taking private academy courses, and purchasing books.


Residents of city areas can apply online via the Kwangju Bank website, while residents of county areas can apply via the Nonghyup Card website. Applications can also be submitted in person at the eup, myeon, or dong community service centers corresponding to the address listed on the resident registration.


Eligibility is open to youth aged 19 to 28 (born between 1998 and 2007) who have resided in Jeollanam-do for at least two years with their registered address there since before February 9, 2024, regardless of income level. Even if they received support last year, they must reapply and meet this year’s criteria to receive support again.


In particular, this year the application period has been moved up by one month compared with last year to reflect increased demand for purchasing textbooks at the beginning of the semester and for using sports facilities (such as gyms and yoga studios) early in the year.


In addition, to expand cultural access for vulnerable groups who are socially disadvantaged, last year the province provided 110,000 won in culture welfare points to those who were eligible for the Culture Nuri Card after deducting overlapping benefits. Starting this year, however, it will provide the full 250,000 won without any deduction.

Yoon Yeonhwa, Director of the Population and Youth Bureau of Jeollanam-do Province, said, "Support in the fields of culture and leisure is an essential element in encouraging young people to settle in the region and in creating communities where youth can be happy," adding, "We will continue to expand and develop practical cultural welfare policies that young people can truly feel."
