Admitted to Chuncheon Branch of Korea Rehabilitation Agency
Noh Youngdae (46), who had been arrested and was under investigation at a police station on charges of sexually assaulting sisters in their 20s and then escaped after slipping out of his handcuffs, has recently been released from prison and chosen Chuncheon in Gangwon Province as his place of residence.
According to News1 on February 22, Noh Youngdae, who mainly committed his crimes in the Gyeonggi area in the past, has been staying at the Gangwon Branch of the Korea Rehabilitation Agency in Sanong-dong, Chuncheon, for about two months, after choosing Chuncheon as his place of residence following his recent release.

The Gangwon Branch of the agency is a rehabilitation facility that provides ex-convicts with lodging and meals and supports their livelihood activities, such as vocational training and employment. Under the facility’s regulations, the maximum protection period during which Noh Youngdae can stay there is two years (a basic six months, with the possibility of three extensions within a range of six months each).
The facility has a set curfew restricting nighttime outings, but for most residents other than some juveniles and a few under specific guardianship, there is no legal basis to enforce it, so it is understood to function only as a recommendation.
In December 2012, in Goyang, Gyeonggi Province, Noh Youngdae allegedly broke into an apartment and sexually assaulted sisters in their 20s, then entered another home and stole one gold bracelet. At the time, while being questioned at a police station on sexual assault charges, he escaped by climbing over a wall and was recaptured five days later. Investigations found that he forced one hand out of his handcuffs before fleeing.
Even after being handed over to the prosecution, he pretended to have a stomachache and repeatedly went in and out of the restroom, during which he removed two pairs of handcuffs and attempted to escape again. On that occasion, however, he was immediately caught by a correctional officer.
Noh Youngdae was sentenced to 13 years in prison and 10 years of disclosure and notification of his personal information. His personal details, including his name, age, physical characteristics, photograph, and addresses (both his registered address and actual place of residence), are registered on the Sex Offender Notification system.
