Gwangju City Submits "2030 Urban Management Plan Revision Proposal" to Gyeonggi Province...Accelerating Plans for a Self-Sufficient City of 500,000 Residents

Gwangju City in Gyeonggi Province announced on February 19 that it had submitted the "2030 Gwangju Urban Management Plan Revision (Amendment) Proposal" to Gyeonggi Province for approval on February 11.

The proposed revision (amendment) includes changes to land-use zoning for 47 districts within urban areas, covering 760,000 square meters, and for 646 districts outside urban areas, covering 2.36 million square meters, in order to ensure systematic and continuous management of the city's urban space. Most of the target districts are areas where a revised Growth Management Plan was established in May 2025, and the city has applied for land-use zoning changes to systematically manage land use and building plans.


Gwangju City is designated in its entirety as a Special Countermeasure Area and a Nature Conservation Zone, and is subject to overlapping regulations such as Development Restriction Zones, Water Source Protection Zones, Waterfront Zones, and Military Facility Protection Zones. With 65% of its total area consisting of forest land, the city faces a shortage of developable land. Accordingly, the city explained that it is necessary to establish a rational urban management plan to systematically manage developable land and to induce high-quality development.


Gyeonggi Province, which has the authority to decide on urban management plans (land-use zoning changes), will comprehensively review the purpose and necessity of the plan and its development potential with respect to Gwangju City's revision proposal, and then make a final decision and public announcement after completing administrative procedures such as consultations with relevant agencies and deliberation by the Urban Planning Committee.

Mayor Bang Sehwan said, "We will actively consult with Gyeonggi Province to ensure sustainable urban development and efficient land use," adding, "We will expedite the final decision procedures for the Urban Management Plan Revision Proposal and do our utmost to realize a self-sufficient city of 500,000 residents."
