Songpa District in Seoul (District Mayor Seo Kangseok) is launching a full-scale program that provides up to 500,000 won in support to ease the financial burden on residents who have fallen victim to jeonse scams. Following the enactment and implementation on January 2 of the “Ordinance of Seoul Songpa District on Support for Jeonse Victims, Jeonse Scam Victims, etc. and Residential Stability,” the district has prepared the “Songpa District Support Program for Jeonse Victims and Jeonse Scam Victims, etc.”
Those eligible are households that suffered jeonse scam damage in rental housing located in Songpa District and have been officially recognized as jeonse victims or jeonse scam victims by the Ministry of Land, Infrastructure and Transport, or individuals who have obtained a jeonse damage confirmation letter from HUG (Korea Housing and Urban Guarantee Corporation).
The subsidy is paid on an actual-expense basis, up to 500,000 won per person (per household), for one item selected from among monthly rent, moving expenses, or litigation expenses. Applications will be accepted from February 23, either online via the Government24 website or in person at the district’s Real Estate Information Division.
Beneficiaries will be selected on a first-come, first-served basis. However, in the case of simultaneous applications, priority will be given in the following order: (1) those with an earlier decision date by the Ministry of Land, Infrastructure and Transport, (2) younger applicants, and (3) single-person households. Those who have already received similar support will be excluded.
The district will notify applicants of the results within 30 days from the date of application and will transfer the subsidy to an account in the victim’s name within 15 days after notification. In addition, since July 2022, the district has appointed two licensed real estate agents as Residential Safety Managers and has been operating the “Jeonse and Monthly Rent Safe Contract Support Service” to help young people prevent jeonse scams.
Songpa District Mayor Seo Kangseok said, “We will ensure that the entire process from application to payment is handled swiftly and transparently so that it can provide practical help to residents struggling due to jeonse scams,” adding, “We will continue to do our best to enable residents to lead comfortable lives in a stable residential environment.”
