"More Grandiose Goals at the 9th Party Congress"
North Korea has completed the construction of 50,000 housing units in Pyongyang, a project it has pursued over the past five years as the "top-priority task" during the 8th Party Congress period. At the 9th Party Congress, which will be held in the latter part of this month, nationwide construction targets are expected to be announced.
The Korean Central News Agency reported on the 17th that a completion ceremony for 10,000 residential houses (housing units) of Phase 4 in the Hwaseong District of Pyongyang was held the previous day with Chairman of the State Affairs Commission Kim Jongun in attendance. Kim's daughter Ju Ae also attended the ceremony.
Korean Central Television reported on the 16th that Kim Jongun, Chairman of the State Affairs Commission of North Korea, attended the completion ceremony of "Saebyeol Street" in the Hwasong District of Pyongyang on the 15th, which was built for the bereaved families of soldiers killed in overseas military operations, cut the ribbon and delivered a commemoratory speech. The construction of 50,000 housing units in Pyongyang was a key project of the Kim Jongun regime decided at the 8th Congress of the Workers' Party in early 2021, aimed at resolving the capital's housing shortage by building 10,000 units each year for five years.
Accordingly, 10,000 units were completed in the Songsin-Songhwa District in 2022, and another 10,000 units each were completed in Phases 1, 2, and 3 of the Hwaseong District, a new city in the northeastern part of Pyongyang, in 2023, 2024, and the first half of 2025. Following this, the construction of 10,000 units for Phase 4 of the Hwaseong District, which began in February 2025, has now been completed.
The Korean Central News Agency stated that "nearly 60,000 residential houses" have been built, claiming that the plan has been overfulfilled.
It went on to insist that, "Through the grand struggle of the past five years, textbook-level experience and a new standard of Juche architecture have been created, enabling us to vigorously take the lead in construction projects on a nationwide scale that will be carried out even more extensively during the 9th Party term."
After cutting the ribbon at the completion ceremony and touring the site, Chairman Kim Jongun said, "Based on the transformative achievements and experience attained during the 8th term, more grandiose milestones and creative goals will be set forth at the 9th Party Congress."
The agency reported that he went on to express "a firm determination to complete the Hwaseong District as a model area fully equipped with political, economic, and cultural components, and to completely renew all areas of the capital region to reflect the flavor of the new era."
Meanwhile, the agency also reported that delegates and observers who will participate in the 9th Congress arrived in Pyongyang on the 16th.
