Jeon Hangil, a YouTuber and former Korean history instructor, has advocated for a "Second Founding" of the Republic of Korea centered on former President Yoon Suk Yeol. He also added that he plans to raise a "Founding Fund" worth around 100 billion won.
On the 6th, Jeon stated during a live broadcast on his YouTube channel that he was "preparing a Founding Fund," making remarks to this effect. He set 10 billion won as the first-stage fundraising target and shared his plan to "scale it up to 50 billion won and then 100 billion won in the future."
Jeon explained, "I will probably make it public as soon as the legal review is completed next week," adding, "This is about carrying out a Second Founding and raising founding capital, and it is money that I will later pay back."
He went on to say, "It is similar to how the Provisional Government was established in Shanghai during the Japanese occupation and issued patriotic bonds at that time to raise funds for independence," adding, "Once we regain our country after liberation, those who contributed that money are patriots, so we should gladly repay them."
He further claimed, "I am drawing up a full organizational chart," and said, "We will abolish the executive branch, the legislative branch, the judiciary, and the Corruption Investigation Office for High-ranking Officials." He also said that the police, the prosecution, and the National Intelligence Service would be abolished. This is being interpreted as denying the current system of separation of powers among the three branches of government.
He repeatedly stressed the premise of former President Yoon's return to power, saying, "This is only possible not just with words, but with financial resources." He went on to argue, "President Yoon must carry out the Second Founding," adding, "We will hold a constitutional amendment and a national referendum at the same time as the local elections, and if election fraud is revealed, we will rerun the general election and extend the term of office."
Jeon also stated, "When the North Korean regime collapses and the Chinese regime falls, we will incorporate the ethnic Koreans in Yanbian and even Mongolia," adding, "Including the territory of Balhae, our country will become the strongest power in East Asia."
He continued, "I am even thinking of changing the country's name of the Republic of Korea," and insisted, "People will call it delusion, but turning imagination into reality is the result of human effort, and where is the law that says it is impossible?"

Meanwhile, on the 12th, Jeon appeared before the police for the first time on charges of defamation by stating false information. Having stayed overseas for 162 days before returning to Korea on the 3rd, Jeon raised his voice to supporters, insisting that the police investigation into him is "a crackdown on freedom of the press."

Before appearing at the police station that day, Jeon held a press conference at the plaza in front of Noryangjin Station on Seoul Subway Lines 1 and 9, where he repeated his longstanding claim to reporters and supporters for about 30 minutes that "martial law is not insurrection."
Jeon argued, "Former President Yoon declared martial law in accordance with the Constitution and lifted it just six hours later in response to the National Assembly's request for termination," adding, "There is no country anywhere in the world where a president has been punished for declaring a state of emergency as an act of insurrection."
Addressing Ji Guyoun, the presiding judge of the first-instance trial at the Seoul Central District Court on charges that former President Yoon was the ringleader of insurrection, Jeon warned, "If he hands down a guilty verdict after being swayed by public opinion, instead of following the Constitution, the law, and his conscience, he will be recorded in history as a 'heinous traitor.'"
