On February 5, Seongnam City in Gyeonggi Province (Mayor Shin Sangjin) announced that it will commission a specialized study in response to the continued demands of local residents in areas facing difficulties in promoting redevelopment and reconstruction projects due to altitude restrictions in flight safety zones.

This study is an academic research project to review the possibility of easing altitude restrictions in areas corresponding to Flight Safety Zones 2 through 6. It is scheduled to begin in March and run for four months, with completion planned for July.


The main focus of the study is to examine whether it is possible to reduce the width of the landing area of the Seoul Airport runway (from 600 meters to 300 meters), and to analyze the current usage of the runways to devise a plan under which the east runway of Seoul Airport would no longer be operated. Based on these analyses, the study will concentrate on developing reasonable measures to adjust altitude restrictions that reflect actual airport operating conditions.


Seongnam City believes that several planned reconstruction complexes in the Bundang area (Tapmaeul Seonkyung-Daewoo, Areummaeul Taeyoung-Geonyoung-Hansung-Doosan-Samho-Punglim-Seonkyung-Hyosung) are unable to fully utilize the permitted floor area ratio due to altitude restrictions in Flight Safety Zone 2. As a result, project profitability has significantly declined, leading to difficulties in promoting the maintenance projects. The city therefore plans to prepare mitigation measures based on objective research results from a specialized institution.


In addition, most of the planned redevelopment complexes in Sujeong-gu and Jungwon-gu are subject to altitude restrictions in Flight Safety Zones 5 and 6. If the width of the landing area is reduced or the east runway is no longer operated, the altitude restriction zones are expected to shrink, making it possible to construct buildings with higher floor area ratios when promoting redevelopment projects.


Seongnam City stated that if measures to ease altitude restrictions are derived through this study, it will submit them to the Ministry of National Defense to additionally request relaxation of the altitude restrictions, and will actively consult with military authorities going forward.
