As Yeoncheon-gun is a population-declining area within the Seoul metropolitan area, it plans to hold in-depth discussions with relevant departments on national policies that give preferential treatment to population-declining areas in line with the government's principle of "regional preference." The county will also take the lead in securing budgets and other measures so that residents of Yeoncheon-gun can tangibly experience these policies.
The government is pushing to apply its regional preference policy to all areas of state affairs, including taxation and public utility charges, and is giving preferential treatment first to non-metropolitan regions over the Seoul metropolitan area, and then to population-declining areas over other non-metropolitan regions. In line with this, Yeoncheon-gun plans to actively utilize the government's regional preference policies, such as expanding the scope of local tax exemptions for start-ups and newly established business sites and increasing government support for child care services, to respond to the crisis of regional extinction.
In addition, as Yeoncheon-gun is a pilot site for the basic income program in rural and fishing communities, the county discussed directions for advancing basic social affairs work so that residents of Yeoncheon-gun can have their basic standard of living guaranteed in response to the government's promotion of a "basic society." Yeoncheon-gun plans to pursue "people-centered" basic society policies that residents can feel in their daily lives, as well as measures to build a virtuous cycle structure for the local economy by utilizing basic income.
An official from Yeoncheon-gun said, "Yeoncheon-gun, as a population-declining area, has long been excluded from government policies simply because it is part of the Seoul metropolitan area. However, with the government's push for regional preference policies, we have gained an opportunity to grow by escaping from various development restrictions, including metropolitan regulations and military regulations." The official added, "We will make these preferential policies for population-declining areas a growth engine for Yeoncheon-gun by ensuring that responsible public officials have an accurate understanding of them and by establishing a continuous system of cooperation among departments so that the policies can take root effectively."
