On January 29, Bucheon City in Gyeonggi Province held a launch ceremony for the "Problematic One-Person Media Response Citizen Monitoring Group" at the Fantastic Cube in City Hall, announcing its commitment to actively address indiscriminate filming in public spaces.
The citizen monitoring group, consisting of about 80 members selected through an open recruitment process, will work to protect citizens' daily lives from indiscriminate media filming in public places by conducting on-site monitoring, reviewing online videos, and reporting problematic behavior. The city plans to support a systematic operation so that citizen reports and administrative actions are organically linked.

A citizen representative who participated in the launch ceremony pledged, "I will carry out my activities with a sense of duty to uphold order in public spaces through the power of citizens," adding, "I will make every effort to observe and report problematic media activities with an objective and responsible attitude."
Jo Yong-ik, Mayor of Bucheon, emphasized, "The citizen monitoring group is a new model of cooperation in which citizens themselves take the lead in maintaining local order. We will respond relentlessly, with a zero-tolerance policy, to any acts that disturb the peaceful daily lives of our citizens."
With the launch of the monitoring group, the city will establish a permanent management system for problematic media activities. In particular, repeated or malicious acts will be addressed step by step in cooperation with relevant agencies, and administrative resources will be concentrated to structurally block illegal or unlawful filming.
