Establishing a Smart Flood Response System Combining Prediction and Blocking
Urban Safety Infrastructure Advances Amid Climate Crisis
Enhanced Response Capabilities Through Integrated Management of Inno Stream, Geumo Stream, and Gumi Stream

On January 22, the city of Gumi, North Gyeongsang Province, held a completion report meeting for the "Smart Urban Stream Flood Response System Construction Project" in the main conference room of City Hall, sharing the results and operational achievements of the project.


By establishing an urban stream flood response system that combines AI-based prediction with automatic blocking, the city has taken a step forward as a smart and safe city capable of responding to the climate crisis.


The meeting was attended by officials from the Ministry of the Interior and Safety, the Korea Local Information Research & Development Institute, North Gyeongsang Province, and relevant city departments, who reviewed the system's achievements and discussed future operational directions.


This project was implemented after being selected for the Ministry of the Interior and Safety's "2025 Public Service Promotion Project Using Advanced Information Technology."


With a total project budget of approximately 960 million won, the core objective is to proactively respond to the increasing risk of urban stream flooding caused by localized heavy rainfall and climate change.


The established system applies AI-based water level prediction technology by integrating CCTV video analysis, water level sensors, and weather and precipitation data. Through this, the system can detect rising water levels and dangerous situations in advance, and automatically issue warnings and activate blocking functions in high-risk areas. Its significance lies in being a response system focused on prediction and prevention, rather than post-disaster response.

Gumi City installed new blocking facilities in the Inno Stream section and integrated and upgraded the existing blocking facilities in the Geumo Stream and Gumi Stream. This marks a shift from facility-specific responses to a smart flood response system that covers all urban streams.


With data-driven, real-time automatic response now possible, the speed of on-site response and administrative efficiency are expected to improve significantly.


Gumi Mayor Kim Jangho stated, "It is most important that disaster response systems based on AI and data become firmly established in the field," adding, "We will maintain a stable operational system through cooperation with related organizations and expect the city's overall disaster response capabilities to continue to be strengthened."
