Identifying Risks from the User’s Perspective
Strengthening Field-Oriented Safety Management
On January 21, Gumi Urban Corporation in North Gyeongsang Province announced that it will operate the "2026 Citizen-Participatory Safety Guardians" program to establish a field-oriented safety management system with direct citizen involvement.
This new citizen-participatory safety guardian system is designed to move away from the corporation’s traditional, internally focused safety management approach. Instead, it aims to proactively identify and address potential risks from the perspective of citizens who actually use sports facilities and libraries.
Through this initiative, the corporation plans to enhance the overall safety of public facilities and establish a sustainable safety culture in collaboration with citizens.
One citizen safety guardian will be selected for each of the six facilities: the Olympic Memorial Hall, Workers' Welfare Center, Deulseong Life Sports Center, Gangdong National Sports Center, Bonggok Library, and Seonsan Library, for a total of six participants. The term of service is one year from the date of appointment. Any citizen who uses these facilities and is interested in and willing to participate in safety activities is eligible to apply.
Selected citizen safety guardians will receive an appointment certificate, allowances for attending meetings and events, and opportunities to participate in safety training and related events organized by the corporation. Their activities will include: identifying safety vulnerabilities and risk factors discovered during facility use; proposing safety improvements from the user’s perspective; participating in safety promotion campaigns; and attending meetings of the Citizen Safety Guardian Committee.
Gumi Urban Corporation will form a "Citizen Safety Guardian Committee" with both internal staff and citizen safety guardians. This committee will discuss improvement measures for identified risks and ensure systematic follow-up by implementing these measures on site.

Gumi Urban Corporation plans to continue expanding field-oriented safety management based on citizen participation, thereby fulfilling its social responsibility as a local public enterprise.
