Seongnam City Finalizes Utilization Plan for Idle Land in Sampyeong-dong
Citizen-Centered Urban Garden... Completion Targeted for Second Half of 2030
Seongnam City in Gyeonggi Province (Mayor: Shin Sangjin) announced on January 21 that it held a resident briefing session on January 19 at the Sampyeong-dong Administrative Welfare Center regarding the 'Utilization Plan for Idle Land at 725 Sampyeong-dong (the former Ihwang Elementary School site).' At the session, the city confirmed its plan to create an education, culture, and sports complex that actively incorporates residents' opinions.

The project site, 725 Sampyeong-dong, covers an area of 12,152 square meters and has remained unused for a long period following the development of Pangyo New Town. Ownership of the site was transferred to Seongnam City in May 2022, and since the launch of the 8th municipal administration, efforts have been underway to establish a citizen-centered utilization plan.
Through a resident survey and the first briefing session held in November last year, Seongnam City confirmed that there was high demand for a library (41%) and a swimming pool (32%). Accordingly, the city set its basic direction to prioritize residents' opinions by establishing an education, culture, and sports complex with a library and swimming pool as the core facilities.
The basic concept plan includes the construction of education, culture, and sports facilities with a total floor area of approximately 15,000 square meters, centered around a library, swimming pool, cultural center, and parking lot. It also features an urban rest area with convenience facilities and walking trails.
More than 150 residents attended the briefing session on the 19th, and most participants expressed agreement and support for the proposed utilization plan. Residents welcomed the inclusion of a public library and sports facilities that had long been needed on the previously neglected site and requested swift progress on the project.
Seongnam City plans to finalize the utilization plan within this month and, starting in February, will begin related administrative procedures such as a public contest for school complex facilities (education, culture, and sports facilities that can be used by both students and local residents), the establishment of a detailed basic plan, and a preliminary feasibility study.
This project is part of Seongnam City's ongoing 'Rapid Development of Unused Idle Land' policy, which also includes the Gumi-dong Sewage Treatment Plant site, the former vehicle registration office site in Pangyo-dong, and the Wirye Story Box site. The city also aims to improve budget efficiency by securing national funding through the public contest for school complex facilities.
Mayor Shin Sangjin stated, "It is meaningful to have worked together with residents to transform a site that had remained undeveloped for a long time into a valuable space," adding, "We will focus our administrative efforts to expand living and cultural infrastructure that citizens can experience in their daily lives, aiming for completion in the second half of 2030."
