First County-Level Local Government Nationwide to Prepare and Publish a "Greenhouse Gas Reduction-Conscious Budget Statement"
Yangpyeong County in Gyeonggi Province (Governor Jeon Jinseon) announced on January 20 that it recently conducted the 2025 implementation evaluation of the "Yangpyeong County 5-Year Environmental Education Plan (2023-2027)" established in 2023.

The Yangpyeong County Environmental Education Plan was established under the vision of "Realizing Carbon Neutrality in Yangpyeong through the Establishment of an Environmental Education Culture," and is centered around a total of 12 key initiatives. Based on the systematic implementation of this plan, the county achieved the milestone of being designated as an "Environmental Education City" in 2025.
According to the results of the 2025 implementation evaluation, the achievement of objectives scored 50 out of 60 points, regional sharing scored 12 out of 20 points, and feedback adequacy scored 18 out of 20 points, resulting in a total score of 80 out of 100 points.
Additionally, the 12 key initiatives include a total of 38 detailed action items. Of these, 25 items have achieved their goals, while the remaining 13 are currently in progress toward achieving their objectives.
In 2026, Yangpyeong County plans to focus on projects that are still in progress, such as: operating an environmental education app development and information provision project; conducting a needs assessment and establishing a support plan for school environmental education; operating school-community linked environmental education support projects; developing and operating programs on carbon-neutral gardening education, climate-friendly food, and eco-friendly carbon agriculture; operating environmental education cooperation projects in partnership with local organizations and institutions; and expanding river culture and water environment programs (such as the operation of environmental education boats).
Through these efforts, Yangpyeong County aims to lead the realization of carbon neutrality by 2050 based on the establishment of an environmental education culture, and to create "Yangpyeong, the Environmental Capital," where greenhouse gas emissions continue to decrease.
Furthermore, among the environmental education projects that received high public response in 2025-such as environmental education for children (including light drawing), environmental education for adults, operation of the Yangpyeong Environmental Education School, and environmental education campaigns-these initiatives will continue to be promoted in 2026.

In addition, Yangpyeong County became the first county-level local government in the nation to prepare and publish a "Greenhouse Gas Reduction-Conscious Budget Statement," enabling the county to forecast in advance a reduction of approximately 21,000 tons of greenhouse gases for the year 2026. The budget statement is significant in that it establishes a foundation for systematically analyzing the greenhouse gas reduction effects of policies by category, including buildings, transportation, agriculture, livestock and fisheries, waste, and carbon sinks.
Governor Jeon Jinseon stated, "In order to protect and cherish the environment, it is most important to change perceptions through continuous environmental education," adding, "In 2026, we will further advance the foundation for 'Yangpyeong, the Environmental Capital' and 'Yangpyeong, the Environmental Education City' by implementing a variety of environmental education projects."
