Gapyeong County Completes Decade-Long Project
Gapyeong County in Gyeonggi Province has completed its over decade-long project to build a database (DB) of roads and underground facilities, finalizing the digitalization of all areas within the county.

On January 20, Gapyeong County announced, "We have completed the DB project to systematically establish the location and attribute information of water and sewage pipelines buried under roads and underground. With this project, even invisible underground facilities can now be systematically managed, which will accelerate the prevention of excavation work accidents and enhance disaster response capabilities."
The county undertook this project as a long-term initiative and expanded it step by step, recognizing the importance of location information management after major underground facility-related accidents such as the Daegu subway disaster and the gas explosion in Ahyeon-dong, Seoul.
The project was carried out in phases: Phase 1 (2012-2015) targeted Gapyeong-eup; Phase 2 (2018-2021) covered Seorak-myeon and Cheongpyeong-myeon; and Phase 3 (2022-2025) included Sang-myeon, Jojeong-myeon, and Buk-myeon. By allocating and executing the budget annually according to the plan, the county completed the DB construction for all six towns and townships by the end of 2025.
The newly digitalized road and underground facility information covers a total of 1,363 kilometers. Specifically, it includes 463 kilometers of roads, 355 kilometers of water supply pipelines, and 545 kilometers of sewage pipelines. The related location and attribute information has been established as data, making it accessible through the administrative system.
Gapyeong County expects that being able to check the locations of underground facilities before excavation work will enhance construction safety and greatly improve the efficiency of water and sewage pipeline maintenance. The county explained that this administrative foundation can also be used to select targets for replacing aging pipelines, review permits for various development projects, and respond quickly in the event of disasters or emergencies.
A county official stated, "This DB construction is not a short-term project but a safety initiative for residents that has been steadily pursued for over 10 years. By systematically managing even invisible underground facilities, we will prevent accidents and create a safer Gapyeong where residents can live with peace of mind."
