Suwon City in Gyeonggi Province provided care services to 5,193 people last year through the "Suwon Saebit Care (Anyone)" project.
Suwon Saebit Care (Anyone) is a "Suwon-style integrated care project" in which the local community takes the lead in identifying neighbors in need of care and providing daily life-oriented care services. To ensure that anyone can access care services, the city eased income and age restrictions starting last year.
A budget of 2.848 billion won was executed for the project. Compared to 2024, the number of applicants for Saebit Care services increased by 142%, and the number of service uses rose by 353%.
Suwon Saebit Care (Anyone) offers eight core services covering daily life support and health/emotional care: daily care, companion care, residential safety, meal support, temporary protection, rehabilitation care, psychological counseling, and home medical visits. Additionally, there are "resident-proposed services" and "citizen participation services" that reflect the needs of local residents.

The eight core services were provided to 5,004 people with a total of 120,030 service cases. The resident-proposed project, "Companion Care for Elementary School Students Commuting to and from School," delivered 478 service cases to 19 children. The citizen participation project, "Community Care and Household Support for Pregnant Women," served 170 pregnant women.
Suwon City was recognized for the achievements of Suwon Saebit Care (Anyone), winning the "Excellence Award" at the 2025 Outstanding Local Government Policy Competition, the "Grand Prize" in Gyeonggi Province's Anyone Care City/County Evaluation, and "Best Practice" in the preliminary review of new or revised social security systems.
A Suwon City official stated, "The Suwon Saebit Care (Anyone) project is a policy designed so that even citizens who previously fell outside the care service system can receive care. We will continue to expand a comprehensive care system that citizens can truly feel in their daily lives."
