Director Huh Min to Lead HIA Briefing
Preliminary Review System to Be Introduced
The National Heritage Administration will hold a press briefing at the Government Complex Seoul on the afternoon of January 19 to explain current issues and future directions for the Heritage Impact Assessment (HIA) system.
The main focus is the redevelopment project of the Sewoon District in front of Jongmyo Shrine in Seoul. As heritage preservation and urban development come into conflict in this case, the National Heritage Administration will present specific assessment procedures and application guidelines.
Director Huh Min will personally deliver the announcement. He will explain the background for introducing the preliminary review system, which determines whether a project is subject to assessment by identifying its impact on heritage sites in advance. He will also share details of the proposed amendment to the Enforcement Decree of the World Heritage Act, which is currently being pursued for this purpose.
Plans to streamline administrative procedures will also be presented. The agency aims to minimize the review process so that regulations do not excessively restrict the exercise of property rights and daily life, while proposing policy directions that promote coexistence between preservation and development.
Presentations by academic experts will follow. Professor Kang Dongjin of Kyungsung University and Professor Kim Jihong of Hanyang University will provide an overview of the system, while Professor Kim Chungho of the University of Seoul will analyze domestic and international impact assessment cases. The event will be broadcast live on KTV National Broadcasting.
