Gimpo City Announces Legislative Notice for Ilsan Bridge Toll Subsidy Rule
Citizen Feedback Process Begins, Subsidies Could Start as Early as April

On January 16, Gimpo City in Gyeonggi Province (Mayor Kim Byungsoo) announced a draft enforcement rule to provide a 50% subsidy for Ilsan Bridge tolls during commuting hours and has begun the process of gathering public feedback from citizens.
After collecting citizen opinions, the city will finalize the plan and aims to complete administrative procedures and system setup as early as April. Subsidies for tolls will be paid after the system is established, and the city also plans to retroactively support toll usage for Ilsan Bridge in March, prior to the system's launch in April.
On January 16, the city issued a legislative notice for the "Enforcement Rule for the Ordinance on Subsidizing Ilsan Bridge Tolls in Gimpo City," which details the operational standards for the subsidy program. This legislative notice is an administrative step to specify the eligibility criteria, application procedures, and payment methods needed for implementing the toll subsidy system, following the ordinance established last year.
According to the draft enforcement rule, eligible vehicles must be owned by citizens who are registered residents of Gimpo City and actually reside there, and must be pre-registered in the city's toll subsidy registration system. To receive the subsidy, citizens must use a Hi-Pass card registered on the Korea Expressway Corporation's toll website. Each citizen is limited to one vehicle and one Hi-Pass card for the subsidy.
The subsidy applies to trips across Ilsan Bridge during weekday commuting hours (6:00-9:00 a.m. and 5:00-8:00 p.m.). Applications are generally to be submitted monthly, but batch applications will also be permitted under unavoidable circumstances.
To facilitate citizen participation in the early stages of the program, the city will provide toll subsidies for Ilsan Bridge usage from March onward to citizens who register their vehicles for the program by September 30, 2026.
Mayor Kim Byungsoo stated, "This legislative notice for the enforcement rule is an important administrative step in operating the toll subsidy program," and added, "We will gradually prepare the system and infrastructure to ease transportation costs in ways citizens can truly feel."
He continued, "While we will continue discussions with relevant agencies to make toll-free crossings possible, until then, it is the city's responsibility to provide practical alternatives that offer real help for citizens' daily commutes."
The legislative notice period for this enforcement rule will run from January 16 to February 5. Any citizen may submit feedback, and Gimpo City will review all submitted opinions before finalizing the plan.
