Trump Forms 'Board of Peace' for Gaza... Enters Second Phase of Peace Initiative

Transitional Governance, Deployment of International Stabilization Force,
and Disarmament of Hamas to Be Pursued

President Donald Trump of the United States has decided to establish and personally lead the highest decision-making body to govern the Gaza Strip until the end of the war and the completion of reconstruction.

On January 15 (local time), President Trump announced via the social networking service Truth Social that a 'Board of Peace' had been formed. The Board of Peace will oversee the transitional governance and reconstruction of the Palestinian territory of Gaza during the process of ending hostilities between Israel and the Palestinian militant group Hamas. President Trump stated that he would serve as chairman of the Board of Peace and that the list of board members would be announced soon.


The Board of Peace is expected to direct the concrete implementation of tasks in the second phase and beyond of President Trump's Gaza peace initiative. The board will supervise the Gaza National Committee for Administrative Governance (NCAG), a Palestinian technocratic governing body that was previously established. The NCAG is a working-level organization responsible for daily public services and administration on the ground, with the goal of demilitarizing and rebuilding the Gaza Strip.


In September of last year, President Trump announced a three-phase Gaza peace initiative consisting of a ceasefire, demilitarization, and reconstruction. The core elements of the second phase include the formation of the Board of Peace, the establishment of a transitional governing body, the deployment of an International Stabilization Force (ISF), and the disarmament of Hamas. President Trump stated, "We have officially entered the next phase of the Gaza peace plan," and added, "After the ceasefire, we delivered record levels of humanitarian aid to Gaza. As a result, the conditions for the next phase have been established."


President Trump said, "The Palestinian leaders who make up the technocratic governing body are firmly committed to a peaceful future," and added, "With the support of Egypt, Turkiye, and Qatar, we will conclude a comprehensive disarmament agreement with Hamas."


The third phase, following the second phase of the peace initiative, involves full-scale reconstruction, the transfer of governing authority, and the establishment of a peaceful coexistence framework between Israel and Palestine. In this context, President Trump has previously proposed developing the Gaza Strip into a premium coastal resort destination.
