Sunmoon University Proposes 'Headquarters-Project Group Integrated Governance' Model for RISE National Project

A new operational model has emerged that brings national projects into the core of university management, rather than handling them through separate organizations.


Sunmoon University has presented a new governance structure that overcomes the limitations of the traditional university national project framework by integrating the RISE project into a unified system with the university headquarters and the project group.


On January 15, Sunmoon University announced that it recently held the "RISE Project Performance Management Forum" at Sono Belle Cheonan in South Chungcheong Province, where it shared the achievements and future operational strategies of the Regional Innovation System for Education (RISE), a regional innovation initiative based on local government-university cooperation.


The forum was attended by President Moon Sungje, deans of each college, academic committee members, RISE project group steering committee members, center directors, and key managers.


To resolve the structural issue of national projects being managed by separate project groups and thus becoming disconnected from the university headquarters, Sunmoon University established an operational system that incorporates the RISE project as a core management task of the university.


As a result, administration, budgeting, and educational policies have been reorganized to directly link with RISE performance indicators.


During the forum, each academic committee member presented their department's annual operational plan and RISE-linked performance indicators.


Sunmoon University has shifted from the previous "project group-centered management" to a "university-wide responsibility management" approach, managing university policies and project outcomes within a single system.


Kwon Jinbaek, head of the RISE project group, introduced five exemplary operational models established by Sunmoon University, along with mid- to long-term development strategies aligned with local industry demands, a performance management system, and an execution roadmap. The aim is to operate the RISE project not as a short-term task, but as a structural growth strategy for the university.


President Moon Sungje stated, "This forum is the result of RISE governance, where the university's decision-making body and project implementation organization are truly integrated," adding, "Through a performance management system that enables the entire university system to operate as one, we will fulfill our role as the leading university for innovation in the Chungnam region."


Based on this integrated governance model, Sunmoon University plans to concretize the results of the 2025 RISE project and secure differentiated operational competitiveness from other universities in the following year's project.
