Siheung City Invites Resident Participatory Budget Project Proposals... Deadline April 30

For "General Proposal Projects" and "Autonomous Planning Projects"
Selected Projects to Be Included in Next Year's City Budget Draft

Siheung City in Gyeonggi Province will hold a public contest for the "Siheung City Resident Participatory Budget Project Proposal" until April 30, inviting residents to directly propose projects.

The resident participatory budgeting system allows residents to participate in the entire budgeting process, including proposal submission, review, and selection. This system has been implemented annually since 2013.


The participatory budgeting system is operated as two categories: "general proposal projects," which aim to benefit the majority of citizens by addressing public interests and local issues across the entire city, and "autonomous planning projects," which are planned and executed directly by resident self-governing councils to promote community cohesion and revitalize local (village) communities.


Eligible proposal areas include welfare, environment, public order and safety, transportation, education, and youth-fields closely related to citizens' daily lives. Any Siheung resident can participate. However, projects that violate laws or budgetary standards, projects that may breach election laws, projects requiring several years for completion, projects linked to national or provincial funding, projects supporting specific individuals or organizations, projects targeting private property, or projects under the jurisdiction of other agencies such as the police, fire department, or office of education are excluded from eligibility.


Those interested can apply through the "Siheung City Resident Participatory Budget" website. Applications are also accepted via email, mail, or by visiting City Hall or local administrative welfare centers.


The city will review the submitted proposals through the Resident Participatory Budget Committee, local resident self-governing council reviews, on-site inspections, and a resident vote, with the final projects to be selected in October. The selected projects will be included in next year's budget.


Siheung Mayor Lim Byeongtaek stated, "We will do our best to ensure that the wishes of our 600,000 citizens, the true owners of Siheung, are well reflected in the budget and translated into policy."
